Due to changes in port entry regulations, Russian Black Sea oil transport is hindered. Jin10 data reported on July 24 that the oil loading at two major ports in the Russian Black Sea has been suspended due to paperwork related to new safety regulations for entering the port. Two industry insiders stated that this suspension has affected the export facilities at Novorossiysk Port and the Yuzhnaya Ozereevka terminal of the Caspian Pipeline Consortium. One of them mentioned that he expects the situation to be resolved within a day or two. After a series of mysterious tanker explosions in recent months, the rules for entering Russian sea ports have changed. Earlier this week, Russian President Putin signed a decree requiring vessels arriving from foreign ports to obtain permission from the port captain and approval from the Federal Security Service of the Russian Federation.
